I would guess it is the measurement that is cut? not knowing where in the pattern or magazine you are reading….wish I could help more. If it is just stating neck measurements, that would be closed and finished. You would need to add ease allowance in that case. If it says “cut neck bias so many inches…..that means all the way around the neck, this includes the facings for buttons and buttonholes. clear as mud? Betty_________________
