I’m sure someone will come along with the ‘correct’ answer, but I think I’d go through my patterns to come up with something close to what I needed, and wing it from there. Do you have the child handy so you could just measure from neck to hand? I’d think with the elbow bent, and add for the ruffle effect that would give you a good idea.
